Texas House Gives OK To Bill Limiting Governor's Powers During Pandemics

The Texas House is giving preliminary approval to a bill to limit the governor's emergency powers during a pandemic by involving the Legislature. House members passed House Bill 3 on Monday on a vote of 92-to-45. The bill would give state lawmakers more oversight of the governor's emergency powers during a pandemic. It singles out the handling of pandemics, as opposed to other disasters, such as hurricanes. The bill will need a final vote in the House before it goes to the Senate for consideration.
